I am running Solaris 8. In order to comply with Sarbanes Oxley, I need to:

-Lock out users after 5 failed login attempts and are locked out for minimum 15 
minutes.
-Same password cannot be reused for 5 continuous password changes.
-Password is changed every ninety (90) days and cannot be changes within 2 days.
-Password length can not be less than 6 characters
-When created a new account, user is required to change the password at first 
login.

How can I implement these without using NIS or LDAP?

I updated /etc/default/passwd to a point where I think I meight comply with 
some of the above.

#ident  "@(#)passwd.dfl 1.3     92/07/14 SMI"
MAXWEEKS=12
MINWEEKS=8
PASSLENGTH=6
WARNWEEKS=1

Is it possible to accomplish this?
