That's due to security.
To enable root access via ftp, edit this file:
/etc/ftpd/ftpusers
In this file comment the line containing root and save the file.
After this you can directly login as root via ftp.

Similarly you can edit the file:
/etc/default/login
and comment the line:
CONSOLE=/dev/console

This change will allow telnet access via root.
