I use idled ( http://www.darkwing.com/idled/ ) to kick off idle users. It supports other features too, like preventing too many logins, and also allows you to specify limits by specific users/groups. It's old, hasn't been updated in years, but has worked for me on Solaris 7-9.

Other people i know write their own perl/C/whatever daemons that monitor tty atime to kick people off.
