New issue 215 by radhermit: Parallel install failure

Parallel installs sometimes fail due to trying to install files in
non-existent directories. This occurs because the install-program-files
task doesn't depend on the mkinstalldirs task in the main Makefile so the
directories aren't always created before the program files are installed.
See the attached patch for a fix. The patch also removes a duplicate line
as it seems the run-solfege.py file is installed twice in a row.
The patch is against the latest bzr checkout, but it should apply to
anything 3.16.4 and later. I've tested it with 3.16.4, 3.18.7, and 3.19.1.
