Solr most definitely recreates the data directory if it is not there during 
startup.  

I'm closing this as "Invalid".  Perhaps discuss your  scenario in more detail 
on solr-user and we'll re-open if there is some bug you're experiencing, 
however I often remove the data directory and restart Solr with no problems.
