Revisions added to source code which fix this issue.  Culture settings, which 
dictate default data formatting, can now be controlled either programmatically 
or through configuration.  This change is also transparent to existing 
implementations, as the culture settings will continue to use the default 
system settings if no configuration or programmatic changes are applied.
