I just added SOLR-507 (https://issues.apache.org/jira/browse/SOLR-507) to start a discussion on improving spell checking/suggestion support.
The details are provided in the issue with the main areas of focus being the merging of spell suggestions into other types of requests, spell suggestions with distributed search, and spell suggestions that are limited by the current result set of the query (minus the terms being spell corrected) and filter.
