For your example, I would argree that it should not return a suggestion (assuming golf is in the dictionary). For example, the index could contain the words gilf and golf, with gilf having a freq. of 1 and golf having a freq of 100000. If the user enters gilf, I think it is reasonable to assume that the suggestion should be golf, even though gilf exists.
