I propose we have two core RequestHandlers:
StandardSearchHandler (StandardRequestHandler?)
* load all 'standard' components.
* 'standard' components will be everything that that does not require extra
configuration (no spellchecker)
* can not configure what components are available
SearchHandler
* deprecate first/last component concept
* deprecate absent 'components' tag
* ie. in the future, require explicit configuration of all components for
SearchHandler
