Yeah, I figured we'd need to provide a mechanism to load velocity.properties, 
or at least specify them in some manner through config.  Does the engine.init 
calls after setting some properties lose those values originally set?   Maybe 
velocity.properties should be loaded from SolrResourceLoader so that it can 
live on the classpath?
