Try adding the "start" call in your jetty.xml:
<Set name="name">Realm Name</Set>
<Set name="config"><SystemProperty name="jetty.home"
default="."/>/etc/realm.properties</Set>
<Set name="refreshInterval">5</Set>
<Call name="start"></Call>
