Until the next Solr minor version is released you will not be able to overwrite an existing configSet with a new configSet of the same name.
The ticket for this feature is SOLR-10391 <https://issues.apache.org/jira/browse/SOLR-10391>, and it will be included in the 8.7.0 release.
