I do not see anything wrong with this .It should have worked . Can you check that dataimport.properties is created (by DIH) in the conf directory? . check the content?
are you sure that the query select DId from 2_Doc where ModifiedDate > '${dataimporter.last_index_time}' works with a date format yyyy-MM-dd HH:mm:ss . This is the format which DIH sends the date in .
