LucidKStemmer (& LucidGaze) are LGPL licensed -- I just verified this with the NOTICE.txt in the download. I wish Lucid's site was more clear on this -- I checked their first but found no information on the license terms.
I don't know why you want an alternative. If you insist I suppose you could take the original (poor performance) KStem code from UMass.
