This error is typically because of a mysql permissions problem. These are usually resolved by a GRANT statement on your DB to allow for users to connect remotely to your database server.
I don't know the full syntax but a quick search on Google should yield what you are looking for. If you don't control access to this DB, talk to your sys admin who does maintain this access and s/he should be able to help resolve this.
