Best thing to do, in my opinion: Block all possible p2p ports from lan to wan. When you see dropped packets, find the IPs of the offenders, uninstall the applications. Set access to Users, not Power Users, so they cannot re-install the software. Less headache, seems to be much quicker, and you don';t have to worry about a continual struggle.
