Okay, I've gotten a response from a SonicWall Tech Support person
about why VPN Tracker for Mac OS X Jaguar didn't work and here it
is:

With the release of firmware 6.3.1.0 SNWL VPN supports VPN Nat Traversal. This feature allows the VPN to work even if the SNWL or a SNWL VPN client is behind a NAT. If you are connecting to a 3rd party VPN device/software and there is NATing going on on either side, they must have VPN NAT Traversal capability as well or the VPN tunnel will not establish.
So, this narrows it down to either the network where I was
roaming from OR VPN Tracker itself. I'm wondering if it is
indeed the latter because while one can monkey with one's own
corporate VPNServer, one cannot monkey with other people's
servers/routers. Now, if we can get a response from the VPN
Tracker people as to whether their software is capable of this or not,
we can begin to narrow the problem down somewhat.
