I have now seen on 2 different boxes an issue where the DHCP service would
not assign an IP address to a client.

One is a TELE3 with firmware 6.3.1.4 and the other a SOHO3/10 with firmware
6.3.1.4.

In the one that just occurred this morning on the SOHO3, here is what I
observed after restarting the firewall: (At this time, 3 computers could not
renew or obtain an IP.)

In the tech report, I could not find the section that describes which IP
address have accessed to count towards the total allowed. (Does that only
appear where there is a violation?)

In the log, I noticed ARP timeouts with source of 0.0.0.0 and destination of
the 3 IP addresses no longer showing up in the DHCP status screen. I cleared
the ARP CACHE (on the diag page), and these 3 IP addresses were not in that
list. 

With the firewall restarted (via the tools page) and the ARP Cache flushed,
why do I still see ARP attempts to the 3 IP addresses on the computers the
were not able to renew or obtain?

I configured a static DHCP assignment for one computer, that computer was
then able to renew that IP, and then the other 2 were able to renew from the
regular pool.

Any one have any ideas why, even though the pool had addresses available,
the firewall was restarted so as to clear the ARP Cache and IP access log,
the DHCP service would not assign addresses to those computers?
