OSCE Kosovo mission to host roundtable on parliamentary oversight of security sector PRISTINA, 17 November 2005 Effective parliamentary oversight of the security sector is the topic of a roundtable to be held tomorrow in Prishtinë/Pritina. Ambassador Werner Wnendt, Head of the OSCE Mission in Kosovo, and Professor Nexhat Daci, President of the Assembly of Kosovo, will open the event. Organized by the OSCE Mission, the Geneva-based foundation Democratic Control of Armed Forces (DCAF) and the Assembly of Kosovo, the event comes at a time when the competencies in the area of security are planned to be transferred to Kosovos Provisional Institutions of Self-Government. It is also a time when the legislative role of the Parliament in shaping the policies of the security sector and providing oversight of the governing institutions is increasing. Participants, including many from the Assembly Committee on Emergency Preparedness, will discuss the general principles of effective oversight in a democratic system, and the future role of the Assembly in the security sector. The OSCE Mission has been working in partnership with the Assembly of Kosovo to build an understanding for and competencies of parliamentary oversight as it supports the rule of law.
