LOGIN PRINT WORD SEND FRANÇAIS Press release - 201(2006) Secretary General of the Council of Europe speaks to the Parliament of Serbia and Montenegro Belgrade, 06.04.2006 - Serbia and Montenegro is at a critical crossroads between a new future and a recycled past said Terry Davis who expressed his confidence that the country will make the right decision. The Secretary General stressed the importance of good governance, which requires a solid, modern and functional constitution and system of laws, a functioning democracy, accountable politicians, effective administration and independent judiciary. Terry Davis called for full and immediate cooperation with the International Criminal Tribunal for the former Yugoslavia. The Council of Europe does not believe in collective guilt for crimes, but we do believe in collective responsibility for the proper functioning of justice and proper respect for the victims. It is time to let justice do its work and then turn the page. Speaking about the forthcoming referendum in Montenegro and the on-going UN sponsored talks on the future status of Kosovo, Terry Davis said that regardless of the final decision on these two very important questions, Albanians, Montenegrins, Serbs and other peoples in the region would still have to live side by side. Serbia and Montenegro is part of Europe, and Europe is about making borders disappear, not building new ones. For this to happen, you need a common set of values and mutual trust.
