Moscow attacks UN's Kosovo plans

United Nations-brokered proposals for Kosovo could wreak instability elsewhere 
in Europe, Russia warned yesterday.

"We are talking about how the international community respects the principle of 
territorial integrity," said Sergei Ivanov, Russia's defence minister, 
referring to the proposals by Martti Ahtisaari, UN envoy, to give the province 
many of the attributes of statehood. He argued that the enclaves of Abkhazia 
and South Ossetia in Georgia and Trans Dnestr in Moldova could also actively 
seek independence.

Mr Ivanov spoke as Mr Ahtisaari's staff confirmed a delay to the start of 
negotiations for a week, to February 21.Daniel Dombey, Seville
