Serbia Police Sued Over Torture
BELGRADE, Serbia, August 1--Two Bosnian refugees are suing Serbia for
alleged torture while they were detained after fleeing the massacres of Muslim
men during the 1992-95 war, a human rights group said Wednesday.
Sakib Rizvic and Nusret Kulovac, refugees from the eastern Bosnian enclaves of
Srebrenica and Zepa, have accused the police of beatings and harassment, said
the Humanitarian Law Fund, which has filed suit on behalf of the men.
Most of the male residents of Srebrenica and Zepa were captured and executed by
Bosnian Serbs when the enclaves fell in July 1995.
Rizvic and Kulovac were among 850 Bosnian Muslims who crossed to neighboring
Serbia after the fall of the two enclaves and were held in camps. Those who
crossed to Serbia were released months later.
The UN war crimes tribunal for the former Yugoslavia has indicted Bosnian Serb
top political and military leaders -- Radovan Karadzic and Gen. Ratko Mladic --
in the massacre, but they remain at large.
The execution of 8,000 Srebrenica Muslims is considered the worst single
atrocity in Europe since World War II.
Rizvic and Kulovac told the Humanitarian Law Fund that they were deprived of
food, frequently beaten and not allowed to wash while in Serbia. They were also
forced to call each other by Serbian names, the group said.
"Nusret Kulovac and Sakib Rizvic have grave consequences stemming from their
imprisonment in Serbia,'' the fund said.
There was no immediate comment from the government. The fund urged the
authorities to set up a compensation program for victims of human rights
violations by Serbia's police and army during the rule of Serbia's criminal
leader Slobodan Milosevic.
