AN OPINION POLL ON KOSMET 18.12.2007. Some 57% Serbian citizens believe that the only solution to the issue of Kosovo-Metohija is autonomy within Serbia. An acceptable alternative would be the division of the southern Serbian province into a Serbian and an Albanian part, while 5% of citizens support independence, a survey by the Ministry for Kosovo-Metohija shows. Jelica Tapukoviæ has more. The research, conducted in the territory of Serbia without Kosovo, has shown that some 41% citizens believe that talks will end in independence of Kosovo-Metohija. A vast majority believes that Serbias admission to the EU should not be conditioned with recognition of independence and they support the governments policy towards Kosmet. Many pollees, especially SRS and DSS voters, believe that closer cooperation with Russia is necessary. The state secretary of the Ministry for Kosovo-Metohija, Dusan Prorokovic, said that such a need has increased due to Russias support to official Serbian policy and potential investments of Russian entrepreneurs in Serbia. He assessed that citizens are now more informed of the real situation in Kosmet and that the gap between a real and an expected solution is now narrower. He also believes that support to Serbias admission to the EU is still high, but has dropped due to the conditioning of and the exertion of influence on public opinion with some statements. Serbia is not against European integrations, nor is it against the EU, but some European officials are pushing the Serbian public opinion away from Brussels. If the trust of the Serbian public opinion in the EU and its institutions should decrease, that will result from the unprincipled approaches, threats and blackmail to which some EU officials resort, he said. According to him, the talks should continue and should Kosmet Albanians declare independence, Serbia will not recognize it. The survey was conducted by POLITIKUM agency, for the purposes of the Ministry for Kosmet, and has included 1300 pollees of both genders and of all ages. There will be no independence of Kosovo and Metohija, said State Secretary in the Ministry for Kosovo and Metohija, Dusan Prorokovic at a press conference in Belgrade, held after the fourth annual conference of the Association of Internally Displaced Persons from Kosovo and Metohija. Prorokovic assessed that numerous statements about the proclamation of independence of the province serve to increase tensions and pressures on Serbian state bodies and the Serbian population in Kosmet. There has been talk about independence for years, said Prorokovic, adding that those who should bear responsibility for this are above all numerous Albanian media. He also reminded that Serbian state bodies would never accept the decision on independence and that Serbias position on this will not change. Prorokovic assessed that the state policy towards Kosovo and Metohija was yielding results in spite of many local skeptics and assessments that Serbia will have very little say in the matter, and that it will depend on the US position. The State Secretary for Kosovo and Metohija believes that there is no mass return of Serbs and other non-Albanians to the province, because of the obstruction of this process by interim Albanian institutions and the inadequate response of the international community, above all UNMIK. He stressed that there was no clear political framework that is will to create conditions for a more numerous return of those who have been expelled. This is why, according to him, the announcement that the process of return will be transferred from UNMIK to local institutions is absolutely unacceptable for the Serbian community. Prorokovic announced that the Serbian government would independently start the process of return of internally displaced persons to Kosovo. The goal is to strengthen areas where Serbs live, economically and structurally, said Prorokovic. He underlined that this was why the entire sum from the National Investment Plan of Serbia for Kosovo and Metohija was earmarked for improving living conditions of the Serbian community. UNHCR Lenart Kocalainen underlined that recent surveys show that 50% of displaced Serbs want to return to Kosmet, if they have basic living conditions. Return in larger numbers at this moment is impossible because of the security situation, mistrust in the local government, that is lack of freedom of movement, said Kocalainen, assessing that the process of dialogue on the return has so far not been successful but will not be given up on.
