Bush The White House 1600 Pennsylvania Avenue, NW Washington, DC 20500 Dear Mr. President: As you know, ethnic Albanians in the Serbian province of Kosovo are expected to imminently declare independence unilaterally from Serbia. In the past, your administration has indicated it would recognize Kosovo's unilateral independence from Serbia over Belgrade's objections and despite provisions in United Nations Security Council Resolution 1244, which affirms Kosovo's status as part of sovereign Serbia. With respect and a great sense of urgency, we urge you to reconsider your previous position and reject recognition of Kosovo if it declares independence. Now more than ever, the United States should reengage Belgrade and Pristina in a new round of vigorous negotiations on the future status of Kosovo without any preconceived outcomes supplied from our side. As noted by your former Ambassador to the United Nations, John Bolton, "Such a decision [U.S. recognition of Kosovo], which would be taken under threat of violence, would actually represent a way to reward bad behavior. The issue of Kosovo should be solved by two parties at the negotiation table..." Moreover, Mr. Bolton, former Secretary of State Lawrence Eagleburger and former Assistant Secretary of Defense Peter Rodman have again recently urged a reassessment of the Kosovo policy. They support further negotiations for fear that our current policy may result in a violent outcome. In addition, we do not believe the provisional government in Kosovo has provided the necessary protection and services to its residents. Regrettably, they have not demonstrated a commitment to protecting basic human rights of all peoples, such as freedom of religion, freedom of movement, and freedom from fear and persecution. In the past, the United States and our allies had insisted on standards before status. However, it appears that assurance will not be fulfilled. Furthermore, recognizing Kosovo's independence will have an adverse impact, not only in Europe—which is divided on the Kosovo issue—but around the world. Ethnic and religious minorities within other countries will be emboldened by Kosovo's unilateral declaration of independence, and they hope to gain their own recognition from sympathetic countries. Last year celebrated the 125^th year of diplomatic relations between the United States and Serbia, our ally in World Wars I and II. We believe Serbia and Serbian-Americans want to see America's continued commitment towards this important relationship, which has overcome past difficulties, but this commitment appears to be weakening. Therefore we respectfully urge caution as you proceed and advocate consideration of an equitable solution that will tangibly recognize and likely preserve the pro-Western, pro-reform strides Serbia has made. A U.S. position lacking such support could lead to a more nationalistic Serbian policy that is not aligned with U.S. interests, while jeopardizing a peaceful and prosperous future for Serbs, Kosovo Albanians, and the entire region. Mr. President, it is our sincere hope that you will see the aforementioned reasons as grave and sufficiently compelling to eminently warrant reassessment and change in our current policy. Your next steps will affect future stability throughout and the entire international community.
