http://www.nisnews.nl/public/170908_3.htm Netherlands Blocks Trade Benefits for Serbia BRUSSELS, 17/09/08 - The Netherlands, along with Belgium, has blocked the association agreement between Serbia and the EU from coming into effect. This is the result of a meeting of EU foreign ministers in Brussels. "The condition that Serbia must fully cooperate with the Yugoslavia Tribunal has not yet been fulfilled. Positive steps have been taken, but it is clear that Serbia must make more progress before one can speak of full cooperation," said Foreign Minister Maxime Verhagen after the meeting. A large majority of EU countries wanted to reward the Serbian government for the extradition of Radovan Karadzic to the UN Criminal Tribunal for the former Yugoslavia. But Verhagen referred to an earlier EU meeting in April in which it was agreed that further benefits for Serbia could only come into effect if all 27 EU countries agreed about the full cooperation from the Serbian side with the Tribunal. "And that decision was not made for fun," said Verhagen. "The best evidence" of full cooperation with the Yugoslavia Tribunal would be the arrest of former Bosnian Serb army leader Ratko Mladic, said Verhagen. The minister has the support of the full Lower House in his judgement on Serbia. The EU ministers decided to send at least 200 observers to Georgia. They will supervise the implementation of the accord between Russia and Georgia brokered by the EU. According to Verhagen, the Netherlands will "make a proportional contribution to the mission."
