I think that this should use ${HOST_INSTALL_FILE} -m ${SOME_MODE}.
Similarly, I think the ${CP}+${CHMOD} pairs should use HOST_INSTALL_FILE,
and the ${MKDIR} commands should use HOST_INSTALL_DIR.
