The basic idea of src/external was good - however, the split into various "externals" (like src/external, src/crypto/external, src/sys/external) makes it a pain. One very painfull example is ipf, it is split into src/external and src/sys/external - basically impossible to work with. Perhaps we ought to have a README in each of these directories explaining what it is and isn't for, and explaining what examples to follow and what mistakes not to repeat that should be cleaned up.
