Add support SIOCZIFDATA as ixgbe.c.
BUGS
The following event counters are not cleared by SIOCZIFDATA because the
corresponding registers are read only and not cleared on read:
Good Packets Received
Good Octets Received
Multicast Packets Received
Good Packets Transmitted
Good Octets Transmitted
