tests/net_common.sh: Halt rump servers only if already started
Do not cat(1) missing ${_rump_server_socks}, in case where
a test should be skipped before starting any rump server.
NFC otherwise; if ${_rump_server_socks} is absent,
`rump_server_halt` can nothing anyway, unfortunately.
