Pull up following revision(s) (requested by pgoyette in ticket #1025):
usr.sbin/vnconfig/vnconfig.8: revision 1.40
Update to keep up with reality. In NetBSD 7, the vnconfig command was
renamed. So add this fact to the HISTORY section and remove BUGS.
