time.3: miscellaneous manpage cleanup
- Change "tloc" variable to "now" to reinforce meaning.
- Simplify DESCRIPTION.
- No point in describing how gettimeofday(2) can fail here.
- Add a STANDARDS section.
- Rework the HISTORY section.
