Add support to sysconf(3) for the variables _SC_NPROCESSORS_CONF and
_SC_NPROCESSORS_ONLN, implemented by AIX/Tru64/Solaris/Linux/SCO/FreeBSD/NetBSD.
Bump libc minor.
