Improve default multiproto capability announcement selection.
Up until now a session was always announcing a unicast capability for the
address family of the session (unless you fumbled around with
announce IPv4 none). Now the default is only set if no other MP capability
is set. So if you just have 'announce IPv6 vpn' the system will no longer
include 'announce IPv6 unicast' (assuming the session uses IPv6).
