Avoid OPENSSL_assert(s->d1->mtu >= dtls1_min_mtu()) in dtls1_do_write()
when custom BIO is used. The assert is tripped if custom BIO does not
support QUERY_MTU operation and message is being retransmitted after
timeout expires.
