locate is trying to build a database of all the files that
_everyone_ can see.

That is not what locate is using nobody for.  It is using it to find all
files that are globally visible.

And what uid would you give it, so that it would not collide with another
uid in use in a NFS + YP enviroment?

The normal answer has been to give it 32767.
