I have finished & pushed changes that allow upper bits of the type field
of a noun to be set as flags along with the low-order bit that signifies
the type. I intend to use the SYMB and CONW bits in this way.
Other unused upper bits could be used similarly, though only bit 31 is
currently unused.
I have designed a recoding of the non-NOUN bits to use 4 bits to
represent the 10 non-noun types, which would free up 6 bits if they were
needed. I see no reason to implement that design for the moment.
