The contributor needs the ability to reset voting anytime they
make changes or find test or other issues which cause the
package not be a good candidate for contrib.

It doesn't have to hard. Contributors just need a reset vote
button.

In fact, after getting two votes and approval for promotion to contrib,
if the contributor re-submits the package, the jucr should
automatically reset the vote count.

Both the button (test issues etc...) and the automatic reset are
needed. We must protect the quality of the contrib pkgs and
reduce call generators where we can and give contributors control
of their pkg.
