Right. I'm just talking about the source code itself. Only the submitter should have the ability to make changes to the spec file, copyright, patch files etc... And, if the submitter doesn't make changes and something needs to be removed, the only hammer the admins have is to delete / hide things (not edit). They can't change code or rewrite comments.
