Shawn,

Assuming you are using the new speak of "publisher" meaning what 
"authority" used to mean.  In the case yesterday, I actually had /dev as 
preferred publisher, so this raises interesting questions as to expected 
behavior, as I believe that SUNWapch22 can also be found in /dev (albeit 
a potentially newer version).
