Note : It is crucial to understand the mandate of UNMISS, what it can do and what it cannot do. UNMISS area of responsability is exclusively within the territory of South Sudan, Abyei, South Kordofan, Blue Nile are not under the responsability of UNMISS.
Beside, as far as reporting is concerned, UNMISS and its Head, the Special Representative of the Secretary General (SRSG) in South Sudan, Ms. Hilde F. Johnson, report to the UN SG in New York. For example, while UNMISS has been keeping the UNSG informed of what has been happening and is still happening along the border with Sudan on a daily basis, it is the UN HQ that can address the issue with the Government of Sudan. In addition, it must be understood that when an aerial bombardment is reported, it has to be verified before it is reported by the UN and then used to question the perpretator; and this is not easy since security does not always allows it to be done. It is necessary to understand the UN system in order to be able to disagree with or to blame the relevant person/body. While it is rightly perceived that the UN has been and still is partial (unjust) when addressing the on going agression at the border with South Sudan, it must be understood that the SRSG has been doing, and continues to do all she can and is allowed to do, that is to brief the UNSG and SC, but the ultimate decision and action (including public address) do not depend on her. In the last event, where the GoS openly defies the Resolution 2046 by not accepting part of it, while the GoSS abides by it, the SRSG/UNMISS cannot express its view and can only persevere in doing its duty that is to inform the UN HQ of the continuing attacks/bombardments at the border and all other relevant events. I am reading to answer questions and circulate any relevant comments about this important issue. e j -- You received this message because you are subscribed to the Google Groups "South Sudan Info - The Kob" group.
