NCIC wants varsity bosses shuffled

The Government has come up with radical measures to address ethnicity
in public universities.

Stakeholders including the Ministry of Higher Education, Science and
Technology, vice-chancellors, chancellors, MPs and National Cohesion
and Integration Commission (NCIC) met and agreed on measures that
would see public universities de-ethnicised.

The move would see the Government embark on a major reshuffle of
members of university councils, top-governing bodies of the
institutions to reflect the face of Kenya.

The exercise would be completed in three years. “The ministry shall
reshuffle the current council members to reflect ethnic balance and
ensure all communities are represented on university councils.

This exercise will be undertaken and completed within the next three
years with annual monitoring progress,” read the recommendations. The
stakeholders met following an audit on universities conducted by
Ministry of Higher Education and NCIC.

Tax incentives
Also to be undertaken is a centralised advertisement for all
available vacancies for university top management and engagement of an
employment agency to recruit successful applicants.

“The ministry shall develop policy to allow a centralised
advertisement for all available vacancies of chief executives and
their deputies,” the report recommends.

NCIC’s audit released in March revealed that the institutions are in
total violation of the Constitution that demands ethnic and gender
balance for all public appointments.

In the 14-point recommendations, university dons who choose to offer
services at disadvantaged institutions would be provided with tax
incentives.
All the universities will also be required to include the message
“the university is an equal opportunity employer,” in all adverts.

“Universities shall implement reforms to give equal opportunity
without compromising on merit...where necessary head-hunting and
affirmative action shall be used to include under-presented
communities,” the stakeholders recommended.

philip kaindu21 May 2012 11:52 AM Why only at the university, all
parastals have this problem. The solution lies on the appointment of
these people. It is clear that Universities are Citadel of Education,
who do you appoint to these position and do they add value. In the
research institute, do we have leaders from the position of Director,
people with research credentials and how do they get these jobs. Even
if they are from same ethnic group, it will not matter. Who are
heading KEMRI, KIRDI, KARI, KEFRI.? Find out this and you will realise
that vision 2030 is a mirage.

prof kulundu21 May 2012 7:04 AM Give lecturers a decent salary before
you talk about ethnicity. It is immoral for MoHEST to draft bills
touching on public universities when varsity dons are struggling to
see the next day due to underpayment. Reshuffle ministers and kindly
replace Prof Kamar asap.

time to deal with it now.
