JUBA, 20 November 2012 [Gurtong] - “Sudan is forcing the Republic of
South Sudan to disarm the Sudanese rebels fighting the government in
Nuba mountains, Blue Nile and Darfur, I am assuring the public and the
international community that, the two SPLA were fighting together
during the civil war but when South Sudan was declared as an
independence State, we have no any relationship with the northern
rebels and adding that Sudan must take the lead responsible on how to
tackle her own rebels,” he said.

“We still have a long way to go and I believe the August house will
use every opportunity during this session to help accelerate our
responsiveness and accountability to the people,” said the governor
during the opening ceremony.

“It is the duty of each Member of Parliament to make individual
sacrifices and encourage their constituents to do the same to ensure
we are on the right path,” he said.

Deng pointed out that the national government has done everything
possible to resume oil production through Sudan oil infrastructure but
Sudan refused it saying security must be the top priority.

Deng added that, “We as the leaders need to provide the requisite
enabling environment for economic growth and wealth creation….
Parliament as a people’s representative body must be a symbol of hope
for our people at all times.”

On internal security, the governor assured to the august house that
the State has enjoyed relative peace for some time now since the
bombing by Sudan in the months of April and May.

The state has experienced a few incidents of insecurity with
neighbouring states of Warrap and Lakes which was mainly attributed to
the disarmament exercises that have been carried out time and again to
check availability of illegally acquired arms in the hands of the
public within the State and the effective deployment of law
enforcement officers to conflict prone areas and continued peace
building among communities.

“The resulting challenge calls for putting up more educational
institutions and improving the standards of education by reducing the
number of unqualified teachers and training more teachers through
in-service and pre-service programs,” he said on education.

The State Speaker Simon Maguek Gai urged the members to be committed
and to deliver the necessary services to the people and to help them
advocate for agricultural procuction.

Sudan and South Sudan signed cooperation deals in Addis Ababa that
included oil transportation, security among others in September but
Sudan is accusing South Sudan of supporting rebels in its territory.

Last week the Governor of Unity State and Petroleum engineers visited
Unity oil field where they switched on two power stations and promised
that all operations would start on 21 November.

The opening session was attended by the Members of the parliament,
Deputy Governor, President of Unity State Supreme Court, State
Ministers, State Government Advisors, County Commissioners, The
Commander of SPLA Division 4, The Commissioner of Police, The director
of organized forces, the Heads of Various Political Parties, Chiefs
and traditional Leaders, Heads of Various Religious Groups;
Representatives of UN Agencies, International and Local development
Partners, Women and Youth Leaders
