TORIT, 26 November 2012 [Gurtong] – The State Steering Committee under
the presidency of Alfred Kayumba Tugul and Secretary George Lotto was
recently constituted by the state governor, Louis Lobong Lojore to
plots within the Torit Model Market to residents of Torit town without
discrimination.

The community has urged the steering committee to immediately
handover the power to allocate the market to their Payam management.

They say that the market belongs to Torit County but not the state
government as stipulated in Local Government Act 2009, therefore
should not be administered by the state authorities.

In their letter, the community further questions stores in Budi and
Magwi counties recently built by same project are still called state
stores and not county stores.

“The community wants to know whether the so called stores in Budi and
Magwi Counties respectively are still called state stores and not
county stores, if they are already handed to the respective two
counties, why then is the state not until now handing the Torit Model
Market to Torit County?” poses the petition letter.

The letter says should there be any proceeds from the plots; they
should be handed to Torit County authorities to eventually share the
proceeds with the state and Nyong Payam.

The letter also says administration and management of drainage
systems, roads, beautifications and electrifications of the market
will have to be organized by Torit County.
