Addressing the committee, the Director General of the State Revenue Authority Mr. Lawrence Wanga said in modern administration, centralization of all resources in a pond is the most efficient way of generating and managing government resources. “To regulate and eradicate mismanagement and misallocation of government fund, all government revenues must be directed to a pool and allocation made base on the relevant management regulations. He told the committee that the Revenue Authority centralization agenda is being reluctantly adhered to by the revenue generating ministries and departments due to lack of support from the Executive and Legislative wings of the government to the state revenue authority to fully implement its mandate. Mr. Wanga asked the committee to recommend measures to be put in place in form of legislation to allow the institutions to fully implement centralization policy of the revenue collection. He noted that currently most of the revenue generating ministries and departments are spending part of their revenue generated without authorization and some cashiers are not remitting the total mug value of the financial form 15 which is contrary to the South Sudan financial management regulations. The Director cautioned that, if urgent measures are not taken, the government is losing thousands of pounds as a result of failure on the part of some ministries to withhold 10% tax on contracts and supplies. He credited the challenges also due to the reluctance of the legislature in not passing the Revenue Authority Bill, adding that limited operation funds and transport hinders the resource mobilization in the state which he appealed to the house to consider as vital matters. The state ministry of information and communication according to the Director did not remit any collected revenue since the beginning of this year despite numerous advertisements running on the Radio and number of Hotels and Lodges in the state. Earlier this year the state government projected revenue collection to be 50,000,000 South Sudanese Pounds.
