Latest mega-corruption: Is Kiir yet again a toothless bulldog?
Jun. 19 Politics, Uncategorized 19 comments

EDITORIAL ANALYSIS: JUN/19/2013, SSN;

In the latest corruption bombshell, the nation’s ever toothless
President Kiir has suspended two high profile ministers, of finance
and of cabinet affairs, for ‘allegedly’ masterminding another
gargantuan financial scandal to the total sum of millions of US
dollars.

The nation’s ineffectual leader belatedly issued the decree (as
typical like always in previous cases of such massive corruption)
withdrawing the immunities on Mr. Kosti Manibe, the finance minister
and Deng Alor, the minister of cabinet affairs, so that the impotently
ineffective and similarly toothless chairman of the useless
money-gulping Anti-Corruption Commission, John Gatwech, may typically
start his so-called ‘investigation.’

To most South Sudanese citizens, this latest scandal, yet again, is
just a regular recurrence of the blatancy of stealing within the
SPLM/A monstrosity, which as always, despite more wastage of more
money in bogus ‘investigations’ ends with the total exculpation of
those highly placed ‘kleptocrats’ in the nation’s ruling party.

Therefore, there’s really nothing surprising about the latest alleged
theft commissioned by Manibe and Alor, as we have helplessly witnessed
all three predecessors of Manibe, that’s all past Kiir’s finance
ministers, commit more bigger and unfathomable ‘kiir-iminalities,’
while heading this same INFAMOUS MINISTRY OF THIEVES, as every South
Sudanese now would surely label this portfolio in the new nation.

Anyway, like those ‘dishonorable’ predecessors who easily got away
scot-free and very, very rich, the prevailing pre-conclusion already
fixated in minds of millions of the economically suffering citizens is
that, whatever the proclaimed seriousness seen in Kiir or the strength
of the mitigating circumstances of their alleged ‘crime,’ Manibe and
Alor are as sure to emerge unscathed, as the exonerated ‘gang of
three’ ex-ministers of finance, Akuein, Athian and Athorbei.

Recapitulating the biogenesis of the alleged ‘crime,’ it was revealed
in the president’s decree that the alleged sum was long paid to a
certain company supposedly tendered to supply fire extinguishing
equipments or materials, and allegedly, proper procedural steps not
followed, and that the company reportedly failed to deliver the
‘goods.’

ANY TRIBAL/REGIONAL COLOUR TO THIS CRIME?
In hindsight, finance minister, Kosti Manibe’s downfall was sinisterly
part of a predestined plot which the apparently naive Manibe only
aggravated by his so-called ‘holy crusade’ to blindly institute the
so-called ‘internal transfers’ within the ministry of finance of some
very high-profile grand masters of the pervasive corruption machinery
within the finance ministry.

Historically, since the inception of Kiir’s government in 2005, the
line-up of the top bureaucracy in the finance ministry has always been
a seclusive reserve of the Dinka of Kiir’s Greater Bahr el ghazel, as
evidenced by the infamous tenures of all past three ministers of
finance and practically all the top bureaucrats.

It was, therefore, this exclusiveness and particularism of the
‘blessed clan’ in this money ‘factory’ that has enabled as well
shielded all previous and current ‘looting’ perpetuated by the Kiir
Gang with absolute impunity and immunity since President Kiir ascended
into the ‘Heavenly throne’ of the new nation.

Let’s be sincere, who has ever heard of a successful prosecution and
jailing of any case of so-called ‘corruption’ brought to court of law
since the ‘godly’ toothless bulldog created his kingdom?

Similarly, why has the president himself kept lip-tight about the
so-called ’75′ thieves who are forgiven by the ‘Holy Father’ himself
and just asked to freely ‘repatriate’ nothing or any thing into the
heavenly account only accessible by ‘God the Father himself?’

Whatever happens, Kosti Manibe is circumstantially fortunate that
nothing will ‘happen’ to him because, first, his co-accused and
alleged accomplice, Deng Alor, a top and first-class SPLA man and
Kiir’s tribesman, is an ‘untouchable,’ whose very implication in this
alleged crime is just a charade.

Furthermore, in his desperation to outwit his professed rival in the
coming presidential elections sometime in the future (perhaps), Kiir
is advisedly judicious not to antagonize Western Equatorians or
Equatorians as a whole, by jailing one of their sons, after all, it
should be pointed out that when Kosti Manibe failed the last
elections, Kiir himself anointed him a minister of finance…. Manibe
will always be a political pawn.

Not long ago, another top character in the form of the
Secretary-general of the SPLM itself was inadvertently dragged to
court and what the nation shockingly witnessed was outright subversion
of justice and due process of the law.

Moreover, to even imagine that Deng Alor would ever be touched by our
laws, only fools will wait forever for that impossibility to
materialize…..NEVER….NEVER…

FUTURE IMPLICATIONS OF THIS CHARADE:
Astonishingly, in a recent duplicitous investigation conducted by the
same chair of the Anti-corruption commission, John Gatwech, into the
theft at the nation’s Presidential Residence (J-One), Mr. Gatwech
weirdly found out and concluded that those alleged ‘house-breakers’
who allegedly stole millions of the nation’s money are actually not
thieves but “administrative self-helpers,” and he only recommended
some administrative measures against these presidential kin and kith
appointees.’

With such kind of utterly incompetent jurisprudence and conspiratorial
adjudication from the likes of the Anti-corruption commission chair,
Gatwech, or likewise, from the nation’s legal pillars of justice like
the justices in the nation’s courts of law, the prosecutors and the
police, the kiir-iminality in the South Sudan Nation will be
inadvertently accentuated and exacerbated to the detriment of all.

Unfortunately, South Sudan, in the predestined and continuous
leadership of the SPLM/A, will in the foreseeable future be a retarded
and failed nation, just like its neighbours around, or the likes of
Nigeria, which in spite of the oil windfall, its people remain
impoverished, agitated and restless, while the ruling cliques
shamelessly wallow in the obscenities of ill-begotten wealth.

In South Sudan today, where school children have no toilets or food to
eat, where roads are utterly unusable, where the few functioning
hospitals are completely unequipped to ‘normal’ standards, a heartless
president Kiir has now selfishly embarked on building another
Presidential Palace in Juba for himself, just within a walking
distance of the current majestic J-One.

For those who can still recollect, the current J-One has been
repeatedly undergoing expensive and exorbitant renovations, with
wall-to-wall big TV screens and all the latest ostentatious
paraphernalia that’s the envy of pop and movie stars or the Bill
Gates, and apparently, many of these several scam renovations were
done by Ethiopian/Eritrean wives or concubines of SPLM/A big shots or
contractors from the ‘chosen’ people.

Finally, to all concerned citizens, unless you all unite to push to
change things as they stand, where the president and the domineering
ruling party arbitrarily and wilfully bypasses the parliament and
ignores or even oversteps the constitution, the real danger is that
South Sudan is precariously on the downhill path of becoming a
one-party state.

Our nation will inevitably, also, become a society of patronage, which
in essence it already is, where tribalism visibly supersedes in all
aspects of the nation’s functionality and this has obviously made
difficult the fight against corruption.

You be the judge….Is it any surprise that the Nigerians, like some
Savannah vultures have now jumped into the mess by unashamedly
‘bribing’ the entire government of Kiir with a duplicitous gift of a
million dollar worth of exercise books, just to get a good, good share
in the nation’s yet under-developed oil industry?

you have really touched the main point about this naive president
called Salva Kiir. If this bulldog wants to show to the nation that he
is a man of justice, he first must start with his tribesmen, the
former three finance ministers who badly embezzled and stole citizens’
development funds.
When we reflect back to 75 kiir’s tribesmen who mercilessly stole
4 billion that can improve life standard of our people, what happened
to those people? The anti-corruption commission is nothing but only a
safe heaven for corrupters. Citizens of south Sudan are doubting from
commission of thieves call anti-corruption. One day Kiir and his
tribesmen will be condemned by the people of South Sudan. Their action
can not be forgotten.

Thank you very much dear editor, for this piece of writing. It is
actually to the point. All the three previous ministers of finance
were involved in mega scandals. It is equally true that the top most
positions in the ministry of finance are staffed by people from
president Kiir Dinka rek Clan of Warap and N. Bhar El Ghazel. Some
Equatorians bureaucrats such as the two civil servants involved in
this case (Kiman Lado & Wani Buyu) plus those of Lotio $ Amule, who
together with the former under secretary Makur were also implicated in
corruption during the reign of Arthur Akuein.
My advise to equatorians and others is that let’s not politicize
the process. I hope that every corrupt official will one day be
prosecuted whether present or past.

Timely, incisive and to the point. The solution is root and branch
overhaul of GoSS with the SPLM Oyee thrown into the garbage bin. Soon
the people will reach this conclusion. It is just a matter of time.

    Dear Editor

Get the facts right. This saga had nothing to do with Manibe’s
recent reshuffling within the ministry of Finance and Economic
planning. The pair, Manibe and Alor, colluded and wired money to
Kenya…this was done and facilitated by Kosti Manibe. Their successive
withdrawal of this $7.958million alerted Kenyan bankers who later
alerted president Kiir. So, please, gather the facts right before
writing editorial analysis because many readers depend much on you.
Kiir in this case deserve our public gratitudes. His move is well
done, though we still expect much more. Whether Deng Alor was atop in
echelon of the ruling party, whether he is a Dinka by tribe is not a
matter to us, he must carry his own cross. Kosti Manibe, too, must
carry his own cross. So please stop correlating separate incidences.
Those officials who were either transferred or demoted by Manibe
reshuffling, attempted to defy Manibe but President Kiir, upon
returning from Japan stand strongly with the minister (Manibe). Kiir,
himself ordered those administrators to either resign or heed to
Manibe orders. Kiir admires Manibe wholeheartedly but Manibe had
spoilt his political stand.

SECONDLY, YOU KNOW BETTER THAT KIIR ADMIRED AKUEN, ATHIAN AND

        Dear Editor

I am here just like you and the rest of South Sudanese who
hate interminable corruption perpetuated within our country. By no
meanS am I concuring with the past deeds by Kiir and his ex-ministers
(Akuien, Athian and Athorbei) Though the case in question is not
different from the past corruption cases, you have to concur with me
that neither of the past ex-ministers were caught red handed like
Manibe and Deng Alor.

Arthur Akuein, the first minister ever to be accused of
shameless corruption was not spared. Remember, Akuien case was brought
to public attention by Omar Al Beshir in Juba, 2007. Beshir’s
revelation was that his government had wired $60 million to SPLM
account. So our assumption then, was that Akuien Chol had secretly
deviated such a huge amount to his private accounts. But his wrangling
with Pagan Amum then and recently, indicates that the case is not
closed. Despite his attempt to explain his case, Akuien was stripped
of his position just as soon as his shoddy deals came to Kiir’s
attention. He was later house arrested but was set free by his kins
and kiths who were not happy with the case against him.

Kuol Athian, who was made to replace Arthur Akuien was not
spared either. Just as his Dura saga came to public attention; Athian
was, too, stripped off from the ministry. He is still in the radar of
Kiir government… recall how often he is summoned to appear in
parliament to explain himself. He is not yet free. Just as recently,
we have read that legal affairs minister (John Luk) had ordered those
dubious companies to avail themselves to investigators, such a turn of
event is an evidence that Mr Athian is not spared.

As for Deng Athorbei, I had not heard of a major saga against
him but this does not mean that he is clean. So I am not seeing Kiir
favour to the past ex-minister and against Kosti Manibe.

Unlike Kosti Manibe, all the past ex-ministers of Finance and
economics planning, were firstly elected by their respectives
communities to Juba parliament as MPs and then later assigned to
ministrial posts by the president. Kiir appointment of Manibe, John
Luk and Oyai Deng, among others, was a sign of his trust to them as we
all know these figures were defeated in 2010 national elections. So it
is not true that Kosti Manibe is nothing in the SPLM. If Manibe is who
you claimed him to be in the SPLM, he could have not held such a
strategic ministry.

It is very sad indeed that people like Manibe who were least
expected to be corrupted are indeed the cohorts in such malpractices.

    Dear Editor,
Quoting you that “…to even imagine that Deng Alor would ever be
touched by our laws, only fools will wait forever for that
impossibility to materialize…..NEVER….NEVER…”—is a sad, if objective
conclusion, and a clear vote of no confidence in our nation’s justice
system.

I read this editorial and I’m afraid I find it, for some reason,
very amusing and compelling, even as I realize it must not have been
your intention to be humorous but this editorial IS, or so I find.

Most importantly, you are a great presenter of your point of view
and the editorial/opinion is excellent on this measure/score. Even as
I disagree with a few of the editorial’s characterizations like “…Deng
Alor, …[as] Kiir’s tribesman, is an ‘untouchable,’ whose very
implication in this alleged crime is just a charade.”, I realize it’s
an opinion and opinions like these serve the nation well.

But I agree with you that these corruption cases are damaging not
just to the SPLM but are tainting our country’s name, its people, and
similarly stunt development. However, I give President Kiir the
benefit of doubt: for once it seems to have finally dawn on him that
he could not continue to insouciantly remain a bystander or at worst a
colluding associate of his corrupt ministers and so he has grown a
backbone, or so suggests his suspension of Hon. Kosti Manibe and Hon.
Deng Alor on corruption allegations.

As a consequence, I advise that, as ordinary citizens, let’s not
sabotage the president’s efforts on the issue in focus and instead
support him in suspending the two ministers which, as I reckon, he
must have had to summon enormous courage to act as he did. Similarly,
let’s us not play tribalism card in defence of ministers accused of
theft of the nation’s resources; this issue is too important and
affects us all and so let the tribes not carry the cross for the
accused ministers.

But I understand why some people may be playing politics and
tribal card on this occurrence of mega-corruption allegation for the
reason that the president easily allowed much bigger financial crimes
go unpunished under the stewardship of past finance ministers as has
been so ably elucidated in the editorial. While President must rightly
bear the blame for his apparent selectivity in enforcing
accountability and administering justice, we must not develop
tolerance towards corruptions whether or not it’s our uncles who are
orchestrating financial crimes. Accordingly, let ministers Deng Alor
and Kosti Manibe carry their own cross.

Mr. Editor, in closing, your editorial is largely spot on and I
applaud you and the role this website continue to play. Sadly, the
rulers in Juba may not be heeding your wise counsels but your website,
SSN, and the editorials give South Sudanese citizens, with access to
internet, a forum to express opinions on critical issues of the day
and to dialogue.

    Thank you

    Editor,
    Nice analysis!!!!
Kiir’s actions within his handpicked and Kitchen Cabinet is no
news to any conscious South Sudanese. Only one finger is pointing at
Kosti and Alor but the remaining four are pointing at Kiir himself.
Kiir has failed to prosecute any of his criminals including
himself for shamelessly stealing from the government coffers. He
instead made a general absolution to himself first and then to his
fellow thieves to return the loot secretly. Where on earth do you see
a President storing government money under his pillow?

South Sudan is the first country in the world where the Cabinet
and party officials excel in stealing public funds to the applause of
the Party chief. What is happening should show to you the marathon
within SPLM for the position of Chief looters.

I don’t know what courage this government has in dealing with
state affairs? A criminal indeed does not see beyond his/her acts!!!!!

Miserably, our Parliament is also rotten to the core because the
extended list of looters in the Parliament were absolved by Kiir. They
should continue the stealing sprue !!!!!!. No checks and balances
because all branches of government are mafias of rebels elevated
looters.

A lot has been said over and again about misappropriation of
public funds that should have served the new South Sudan better in
services delivery to the people who had enough of anything called
sacrifice and tolerance during the liberation struggle.
Many have commented about this issue and the examples are clear
that, the president is afraid of losing the support of those who
dictate him and take him hostage for their personal interests.
Imagine, a high profile political commentator, writer and prolific
thinker of South Sudan (Isaiah Abraham) was gunned and killed for his
only crime of openness and wish to correct where there are mistakes
and later, the government asks for foreign intelligence from outside
to investigate into the crime (the FBI). This lame duck government
will never ever be accountable for any crimes committed against the
people of the South Sudan.
Nothing will bring real change and better living for South Sudan,

I agree with the Editor 100%. Even on tribalism point which I view
as a motivating factor president Kiir didn’t want to have previous
ministers prosecuted because they are his clannish members whom he
didn’t want to offend. I’m a Dinka by tribe, and I must confessed it
is an ingrained cultural value in our society to not publicly
humiliate and shame one of our own no matter how compelling the need
maybe to do so. This is why Kiir’s closed relatives stole millions
dollars in the sacred office of the presidency. Because they expect
his impunity to save them, they are ok to steal. Simple theory! No
culpability for punishment, no worries why not steal.

I just wish that our poor masses should not exempt the president
himself from this accident. If proven guilty, these 2 ministers’ crime
must also reflect on the character of the president himself and so
should be held accountable and voted out of presidency. But that is my
wishful thinking since I know this president with his exclusive club
will never go down without deadly fight. They have disempowered our
poor masses beyond repair to stand against them.

Just to add up, I think Mr Kiir’s sacking of high profile SPLM
members in a person of Kosti Manibe and Deng Alor, is similar to a
situation where a sealed net is opened up. Just like in a surrounding
heavy and thick with Mosquitoes, one uses mosquito net to keep insects
off. Kiir, for the last eight years, had been a mosquito net,
sheltering and protecting his comrades and cohorts in corruption
practices. Now that he decided and acted by allowing in mosquitoes
into their networks, more is to be expected…Or unless the pairs (Alor
and Manibe) will not be courageous enough to pay the remaining rest
(other corrupted officials) with the same coin.
Manyok R, what you have written above, that we, the Dinka
harboured and protect those of us who commit crime, is utterly false.
You’re either, non-Dinka or another corrupted Dinka who lives on
assumptions! Do I need to narrate you examples to amplify my claim??
Is Deng Alor not a Dinka…why did Kiir sack him? How about Akuein and
Athian? Recall, the first ever senior officer to have been summary
executed by his junior with firesquat was Thon Ayii in early days of
SPLA/M. Mr Thon Ayii who was commanding Koryom division which
responded to Mundari killings with utter military force, was later
fire-squad in a parade of thousands of civilians and soldiers in his
home area of Bor. Kuol Manyang, who was just a distance away from Ayii
in terms of military ranking, was ordered by Dr. John Garang to
execute Ayii. Thon Ayii, Kuol Manyang and John Garang are Dinkas, but
Ayii was not spared though the Mundari are not Dinka.

It was in the house of minister Deng Alor whose wife is an
Ethiopian where his illegal Ethiopian relative or brother in law
residing in his house allegedly impregnated the daughter of President
Kiir. There were also so many allegations of minister Deng Alor’s
Ethiopian wife being awarded huge illegal government contacts worth
millions of dollars to renovate J-One, President office and President
residence. The same Deng Alor family allegedly owns a big Quality
Hotel in Juba where many government officials do book in their
mistresses and relatives throughout the year on government’s paycheck
books.

Where in the world can a government minister’s wife or serving
minister be awarded huge government contracts without due process?
This is a conflict of interest and corruption but President Kiir keeps
on rewarding Deng Alor, Kosti, kuein and Athian. The examples
illustrate that there some scared cows and untouchable ministers in
this government.

How have we the SPLM come to this sad state of affairs where true
liberation and economic development is no more our guiding principle
but autocracy, extraction, violence and self-enrichment? In Dr. Lual

We do, but we just don’t like to admit. In my case, honesty
compelled me to admit. I don’t see the need to prove to you that I’m
Dinka. We got to change our values system in order to develop
ourselves and our country. I don’t believe one bit that Pres. Kiir was
acting in good faith or on matter of principle to relief the said
corrupted ministers. Just as you said bro, that he Kiir “had sheltered
and protected his cohorts for too long”, is the same reason I tried to
give meaning to his behavior. That said, tribal impunity does seem to
play the role for who should be charged. Three previous ministers who
are Dinkas did actually commit most financial crimes than these poor
two minsters. Yet, they are free men. But, they should have been
charged and punished. Why now these two guys after all begs the
question? And the answer may lie in conspiracy theories.

For one, it is a payback time for Deng Alor revealed in “Wikileak”
to have said he disapproved Pres. Kiir’s leadership. Plus his
non-support and allegiance to Pres. Kiir’s 2015 bid. Manibe, was
simply framed by his subordinates who bitterly resisted the structural
changes in the ministry. The theft he is accused of is a common
practice in that ministry. So, why him when other big guys have done
the same?

first victim of power struggle and control? Gov. Kuol Manyang alone
through jungle’s law executed Thon Ayii. Probably, this is why he
remained our governor now.

I am not against the charges of the two Ministers, but let us
always prosecute those Dinkas who exactly did the same corruption
practices, it is not our culture (Akuein, Kuol and Arthorbei)……Don’t
think you can be covered forever but one time you will be un-earthed
and justice applied for misappropriating funds.
