*BOR, 30 September 2013 [Gurtong] –* The mayor said that if youth or
whoever needs to drink is authorized to buy beer and drink which has been
licensed by the government and issued the warning over the local radio.

The mayor has also banned illegal rooming of livestock in and around the
town centre so that all the cattle owners should take care of their
livestock in town and in the villages.

Nhial said that there is a grazing land for both the goats, sheep and cows
and not to be left to move on the roads.

Lual Thuraya, a resident in Bor said that he has no job and reverts to
drinking so as not to worry about unemployment.

Lual said that he was a. Sudan People’s Liberation Army (SPLA) soldier but
unfortunately he left the army due to poor pay.

“My salaries were very little to feed the family, I better live it and come
back to Bor for a job and from here I found colleagues in this business of
drinking,” said Thuraya.
In January this year, Nhial inspected public places and issued an order to
close down Bars and Lodges that are being used by commercial sexual-workers
in Bor town, the capital of Jonglei state.

Nhail last week inspected all the restaurants, hotels and lodges to prove
the hygiene and sanitation situations and said that the place is very dirty
and they will do something as the residents of Bor town to clean the town.

He said that they will issue a local order prohibiting loitering and
practicing of prostitution in Bor which are unaccepted behaviours in the
town.

“Seriously there is going to be enforcement of the law, fist of all we will
make the people aware of their mistake, the next will be on spot fine for
the same finding and if you don’t comply with the fine given to you, you
will be given direct warrant of arrest,” the Mayor said.

Majak Nhail said anyone that will throw a bottle anyhow in the town will be
fined at 100 South Sudanese pounds.

He also said bar and lodge owners who allow their primacy being used for
commercial sex shall face closedown or their license will be withdrawn
indefinitely.

He said many of the lodges in Bor town are being used for prostitution not
only by the foreigners but by both foreigners and South Sudanese girls
under the age of 17 which has been worrying their parents.
