*TORIT, 30 September 2013 [Gurtong] – *The construction of the Katire Power
Plant by China's Sino Hydro Power Corporation is about to commence, the
Company Coordinator Ms. Florence Akello John has told Gurtong on phone this
morning from Juba.

In July 2013, the Acting Minister of Finance and Economic Planning, Marial
Awuo Yol and the Assistant General Manager for corporate banking in China’s
Exim Bank, Madam Mo, signed loan agreement for the construction of Kineti
Hydro-power project.

The $ 27 million project has been signed with the government of South Sudan
paying 15% and China giving 85% of the money.

Eastern Equatoria Governor, Louis Lobong Lojore welcomed the project saying
that the project is one of his government top priorities.

He said that power will attract small business enterprises and also provide
the locals with employment to reduce the insecurity in the state.

Company Coordinator Ms. Florence Akello John confirmed that her Company was
organizing to come to Torit for labour confirmation which according to her
must be agreed on recruitment between the Company versus the Community and
state government.

Last week, the newly appointed State Physical Infrastructure Ministry’s
Director General Engineer Norman Charles Gideon in a company of the Katire
area MP (Ikotos County) lobbied the beneficial community to get organized
as the Chinese construction Company expresses real readiness to start its
works soon.

He assured the community that the Company in collaboration with the state
government through his Ministry requires more 300 people from the
indigenous community apart from additional number that comes from state
Capital or other regions to provide the entire labour in the upcoming
construction.

He told them they were now working to ensure the process starts without
trouble.

Addressing hundreds of community members at Katire Payam near the site,
Engineer Gideon appealed for cooperation from the community as he
maintained that the construction Company is set to commence its works next
month.

The Community has to start identifying potential people who can provide
labour to the Company as the registration is started.

The area Member of Parliament Tobialo Alberio Oromo equally appreciated the
hospitability of the community as he strongly challenged them not to turn
down the big upcoming employment opportunities.

He encouraged the local community to benefit from the pant by contributing
labour force.

Hon. Tobilo noted that the Company will boost socio-economic development to
Katire community.

China's Sino Hydro Power Corporation had announced it was embarking on
transporting heavy equipments', to be used in the construction of the
Katire Power Plant, by road.

The machines, meant for the upcoming power plant construction at Katire
with objective to supply electricity to Torit town in Eastern Equatoria
State, are expected to disembark at South Sudan’s Nimule entry point all
the way from China via Port Mombasa.

About 15 company officials concluded a development visit to Katire Hydro
Power electricity project construction site a fortnight ago.
