While neighbouring African states await the outcome of the
negotiations between the Congolese government and the M23 rebel
movement in Kampala, other armed groups remain active in the eastern
DRC. In mid-August, they clashed with one such group, the Mai-Mai
Yakutumba, in Fizi, in South Kivu.
A new Rift Valley Institute Usalama Project report traces the history
of the Mai-Mai Yakutumba, an armed group which demobilized after the
Second Congo War only to remobilize again in 2007.

Mai-Mai Yakutumba: Resistance and racketerring in Fizi, South Kivu

The ninth Usalama Project report examines the armed group led by
William Amuri Yakutumba. Written by Jason Stearns and a co-author who
wishes to remain anonymous, the report argues that Yakutumba's group
is the product of two trends that developed during the period of
transitional government (2003-6) in the Democratic Republic of the
Congo: the failure to integrate armed groups into the national army,
and the increasing use of violence for political gain. After some
false starts, the Mai-Mai rejected integration into the national army,
a fact which was then exploited by political elites in Kinshasa and
the Fizi diaspora, who have tried to harness them to further their own
agendas and ambitions.
The report highlights the following policy considerations:
* Promoting inter-community reconciliation and cohesion: The Congolese
government should take account of the failings of earlier programmes,
which suffered from lack of government ownership, feeble coordination
among donors, and minimal involvement by the affected communities and
civil society.
* Demilitarizing politics: To date, no Congolese politician has ever
been arrested for backing an armed group, yet a body of evidence
exists that would enable prosecutions to be mounted against key
figures involved.
* Sustainable demobilization: Disarmament, demobilization and
reintegration (DDR) programmes need to include local communities in
their design and implementation and make sure that combatants who are
demobilized find alternative sources of income They also need to
address all armed groups at the same time, and they need to be
undertaken in the context of a comprehensive political and military
strategy for dealing with armed groups.

Mai-Mai Yakutumba and eight earlier Usalama reports on other armed
groups are available for free download from the RVI website. Print
copies of the English and French report can be ordered from Amazon.

The Usalama Project ('peace' or 'security' in Swahili) is a response
to on-going violence in the eastern Democratic Republic of the Congo.

It examines the roots of conflict, with the aim of providing a better
understanding of all armed groups, including the Congolese national
army.
