December 9, 2013 (RUMBEK) - An unknown gunman killed a well known Kenyan
shoe shiner in Rumbek Central county of Lakes state on Sunday night near
Mathiang Ajuong, which is located inside Rumbek’s main market.

A businessman, Simon Wani, said that "a gunshot was heard at night inside
Rumbek market and Kenyan national who is 35 year old was killed."

Wani said that killing of Kenyan national "is very bad in our state."

A police officer at the Criminal Investigation Department of (CID) said
that the community in Lakes state were not completely cooperating with the
authorities. The officer, who did not want to be named, said this was due
to the governor’s controversial security measures, since he was appointed
in January.

Governor Maj-Gen Matur Chut Dhuol has banned alcohol consumption and
brewing and under his leadership the security services have been accused of
making many arbitrary arrests. Those detained at the Langcok military
prison have often complained that they were tortured or mistreated.

"People are very frustrated and they are not cooperating with us, they
mislead us when they provided information and sometimes the refuse and ask
you to contact caretaker Governor to provide information – this is
unacceptable behaviour."

Police did not provide the name of Kenyan national, who is believed to have
been shot while returning from a football match.
