South Sudan Pensions Fund Board of Trustees to be appointed

*JUBA, 11 December 2013 *- The government is in the process of appointing
the Board of Trustees of the South Sudan Pensions Fund (SSPF). The
Undersecretary for Public Service and Human Resource Development, Madam
Angeth Acol de Dut, said the SSPF Board would comprise of seven members of
high moral integrity appointed by the President.

Madam Angeth disclosed that the fund would oversee a Civil Servants Pension
Scheme that will be contributory, adding that the government would
contribute 11 per cent and the employee 5 per cent to make a total of 16
per cent of each employee’s salary.

“A circular has already been issued to government Ministries, Departments
and Agencies to lower the contribution rates from 25% to 16% of an
employee’s gross salary,” said Madam Angeth, adding that the pension scheme
would cater for civil servants employed by the national, state and county
governments.

She said the Sudanese government owes South Sudan 3 billion SSP in pension
contributions from South Sudanese civil servants, adding that this was
currently the subject of negotiations between the two governments.

“We will continue negotiations with Sudan Government to remit pension
obligations to the South Sudan Pension Fund,” she said. She said the
drafting of Pension Rules to ensure the pension fund was managed in an
effective and transparent manner was ongoing.

“Notable are the rules for making applications for pensions, Codes of
Conduct and Ethics for the fund, communications programme and procurement
guidelines among others.”

The US was speaking when she presided over the official opening of a
one-day stakeholders training workshop on pension reforms in the boardroom
of the former Ministry of Parliamentary Affairs building in Juba.

Speaking to goss.org on the sidelines of the same workshop, the Director
General of Pensions and Social Insurance, Mr Thomas Tut Doap, said the SSPF
would be the umbrella body of all pension schemes to be set up in the
country.

“The SSPF Board shall comprise seven members who are fiduciaries having
high moral character, proven integrity and are technically competent. Board
members shall be appointed by the President for a period of four years
renewable once,” said the Tut.

“The Ministers of Labour, Public Service and Human Resource Development;
Ministry of Finance, and; the Minister of the Interior shall each nominate
one trustee. A selection committee comprising the Minister for MoLPS&HRD,
Governor of the Bank of Sudan, Auditor General, Child and Social Welfare
shall nominate the remaining four trustees,” the DG added.

Mr Tut said that in addition to the civil servants’ scheme, alternative
pension schemes would be set up for the Armed Forces, Prisons Service,
Wildlife Service and the Judiciary.

The SSPF which will manage the payment of pensions to retired public
servants in South Sudan was established following the enactment of the
South Sudan Pension Fund Act 2012 and the Civil Service Pension Scheme Act
2013.
